Three Billion Cut in Three Years Is Enough
STOP CUTTING and START CARING
SUMMARY
Over
the last three fiscal years $3 billion has been cut from state programs,
staff and services because of budget shortfalls.
This year, revenues have improved providing legislators with a few
hundred million to spend!
| Nonetheless,
the NC House of Representatives is proposing to cut: |

91.6
million from Health and Human Services and |
|
| |
$77 million from universities, community colleges and public schools. |
| CUTS
BEING CONSIDERED BY THE HOUSE |
| 1) |
Eliminate
Medicaid coverage for 19 & 20 year olds – even though
1.3 million North Carolinians are currently uninsured. |
| 2) |
Reduce
funding for child care subsidies – even though 24,000 children
are on a waiting list. |
| 3) |
Cut
funding for mental health services, including cutting $25 million
from CAP – even though state and local agencies and legislative
commissions have called for more mental health funding to implement
the state’s Mental Health Reform Plan. |
| 4) |
Cut
funding for students at-risk of failing public schools – even
though Leandro litigation and No Child Left Behind requirements
have found that many schools are not providing their students
with a sound basic education as required by law. |
| 5) |
Cut
funding for training child abuse and neglect social workers – even
though a bi-partisan House Interim Committee just called for
additional funding for worker training, worker salaries, technology
and abuse prevention programs. |

| Instead of funding critical health, education and human services programs House
members: |

have already voted to spend $20 million in new cash give-aways to corporations
(the One North Carolina Fund) |

are considering $15 million for a new NASCAR test track and |
| $ |
are considering $33 million for a cut in corporate taxes which
would eliminate corporate taxes for over half the corporations
currently paying them. |
| $$ If the House simply did not do these three things they would
have
$68 million more for education and health care. |
